A warning light to national development.
After the recent performance of the PSU, we must ask ourselves whether consideration will be serious and committed vision of our future leaders on Education Policy.
This brooding arises when analyzing the data delivered by the Governing Council concerning statistics on the results of the last PSU, where it is clear that the fundamental origin of those who surrender to the instrument selection for admission to universities is municipal schools and individuals subsidized, with a distinct minority of those from private schools paid. Municipal Unit
120,207
P. 136,567 subsidized
P. Paid 26,205 2,336
No data Distribution of the PSU takers as Educational Facility Unit 2010
P. Paid 10%
P. Funded 49% 41% Municipal
is therefore clear from these figures, that 90% of students who take this test are from families with some degree of vulnerability, and that only 10% of them have their families with sufficient resources to pay off education. Additionally
parents of students who come paid private schools, higher education have a large majority, which contributes to the development prospects of major development in students.
Percentage of Parents with higher education by type of Educational Establishment
P. Paid 84%
P. Funded 29% Municipal 14%
While in private fee-paying establishments has increased the proportion of parents with higher education, for the average student who pays the PSU and from municipal and subsidized private establishments has fallen sharply schooling of their parents.
This however is a piece of information and the circumstances of the process regression of social integration through education, point this out because I personally come from a family where my father had formal education only up to third grade (the current equivalent), and my mother completed vocational technical secondary education, which is not was prevented for at least two of four brothers we had completed university education and two vocational technical training.
This regressive nature for the most numerous of the population, is evident when reviewing the data CRUCH where differences in scores between students from private schools and colleges paid municipal, is downright abysmal (CRUCH data). PSU 2010
Results: Average Unit
capsule groups PSUM PSUH PSUC Municipal
471 473 475 474
P. Subvar. 503 501 504 500
P. Paid 605 617 599 600
The process of concentration of poor scores linked to lower household income, is evident and the background is clear that families with higher incomes, mainly opt for a private education paid.
What worse is that every year the results have been been deteriorating rather than improving, and that gain vital relevant statements by some individuals from the education foundation 2020, have raised this situation, noting that there are technical ways to improve this serious shortcoming, but who nevertheless is essential political decision of the authorities in power.
In fact the current government, which has had significant successes for example in social welfare, did not provide significant assistance in education policy, and what progress was made in this regard was the result of the penguin revolution. Unfortunately, these efforts seek ways of improvement by the students themselves, advanced little since the LGE does not see major differences with pre-existing dating from the period of military authoritarianism.
In reviewing these graphics and background, we see has been deteriorating year by year the degree of difference between the results of private schools versus municipal paid. This despite the improvement of general conditions of the country's development, understanding this as GDP growth, infrastructure, etc..
may deduce that the municipalization of public education, has been fatal in the outcome of the generations that went through the process. Public education come from older, more province still end up on my course of Liceo Oscar Castro Zúñiga de Rancagua 37 students, of which thirty-something went to the University and our graduates, and those who did not, was a personal choice to go the way of work and technique that offers large copper mines in the area, it is possible to affirm that public education prior to their municipalization was "viable" in terms of quality. Yet something similar happens now, is an exception.
Ultimately, the challenge is pending for the new presidential term is how to find paths of development that allow us to avoid situations that have developed into everyday use thus not valid and ethical, and I mean specifically when, for example, parents with their children in the supermarket, open a packet of biscuits and eat without paying, leaving the impression that what worked then is normal ... . or when boarding the bus do not pay the passage of Transantiago ... or when arriving at a red light the flagrant pass ... or when the father pulls an empty package of cigarettes to the ground in the street ... or when we finally complained of increased crime, drug addiction .... etc.
need to apply a stimulating teaching career and vocational educators, trainers are institutions that meet high standards, that the wages of those who dare in this valuable task are consistent with the effort should be deployed there. Ultimately with a commitment to a real education for a national development consistent with the self-image that we get and in fact is far from everyday reality. Our role models should be in the developed world and not just compare with peers.
This is seen as only possible to carry out in a government with full awareness of the needs of the country and its most vulnerable and not those who are more concerned to develop better business only but not to be equitable redistribution of wealth and ultimately coherent development we need. Hence the importance of the times that lie ahead, where despite the omissions, there remains the expectation of a course correction by those who have always had a line of commitment to the neediest sectors of the country. It is the challenge that must be assumed to face a national bicentennial beginning with a reasonable hope of a better future, not for nothing that great statesman who was Pedro Aguirre Cerda said already more than seventy years ago "To govern is to educate."
